Anti-Flora Engineer

This mod is intended as a slight balance change for the vanilla game. It improves the anti-ballast flora aspect of engineer, as the basegame doesn't do that aspect justice. Improves Engineer's "Pyromaniac" talent in two ways: 1) When dealing burn damage to ballast flora, you now deal +100% increased burn damage (up from 50%). The 25% general burn damage increase remains unchanged. 2) Now adds a recipe for the prototype steam cannon upon getting the talent.
