Adds one mechanic: for every second moving (where your velocity is not zero), you lose health at a rate of one heart per second. Similar to the vanilla Electrified debuff, but without the static damage and more punishing in how it detects movement. This behaves like any other damaging debuff (like, say, being on fire), in that it negates life regen and doesn't trigger iframes.
