Cause
SteamCMD could not fully download or validate your server's game files. Most common reasons: no disk space left, an interrupted download, or a Steam server outage.

Check free disk space in the customer panel first — a full directory is the most common cause. Then restart the server so validation runs again. If it persists, open a support ticket.
