"Latest" is the most recently published build for a Minecraft branch. "Recommended" is the more conservative choice highlighted by Forge. Here too, the global Maven field release can point to a different Minecraft version due to parallel maintenance branches. Minecraft 26.x requires Java 25; mods must match the Minecraft and Forge branch exactly.
Which Version Should You Use?
For a new test setup, 65.1.3 is the current candidate. For an existing production server, 65.1.0 is the better starting point, unless your modpack specifies otherwise. Don't update just because of a higher build number, and never mix artifacts from 64.x and 65.x.
